At WEMA Service Providers, we believe that wellness is a right, not a privilege. Founded in Derry, New Hampshire, our organization was created to empower individuals with Intellectual & Developmental Disabilities (IDD)/Mental Illness (MI) Dual Diagnosis to live fulfilling lives through person-centered care, fostering independence and promoting self-advocacy.

Clinical Services
Led by Managing Director Delvine Ntengeri, a licensed professional with a Master’s in Clinical Mental Health Counseling, our team is dedicated to providing personalized care grounded in professionalism, compassion, and dignity. Delvine has worked in the mental health field since 2017, serving in a variety of roles that have shaped her holistic, person-centered approach. Her experience includes working as a mental health technician in psychiatric inpatient settings, supporting individuals with severe mental health conditions in returning to work, providing case management and counseling in the community mental health system, and helping those with Serious Mental Illness (SMI) and Severe and Persistent Mental Illness (SPMI) develop the skills to manage symptoms, thrive in the community, and reduce hospital readmissions.
In addition, Delvine has extensive experience providing counseling to individuals with dual diagnoses—mental health conditions alongside developmental disabilities—through close coordination with agencies across New Hampshire, including the state’s Area Agencies. This collaborative approach ensures that clients receive comprehensive, well-coordinated care tailored to their unique needs.
We’re passionate about breaking down the barriers that prevent people from getting the help they need—whether those barriers are financial, social, or systemic. Through both in-person and online services, we offer a streamlined path to healing, empowerment, and long-term support.

Intellectual and Developmental Disability Services
Debra Kasera is an experienced professional deeply committed to empowering individuals with intellectual and developmental disabilities. Over the course of her career, Debra has specialized in comprehensive case management, supporting both residential and day program services. Her focus has always been on delivering person-centered services that are tailored to each client’s unique goals and needs.
As a program manager, Debra served as a primary point of contact with area agencies, managing requests for proposals (RFPs), attending RFP meetings, and onboarding new individuals into our services. She has consistently participated in individual service meetings and actively contributed to the development and implementation of individual’s goals, ensuring that every client receives the support necessary to thrive.
In addition to her work as a program manager, Debra has valuable experience as a Social Worker with the Department of Children and Families, where she was responsible for assessing situations and ensuring the safety and well-being of children. Her expertise extends to connecting clients with essential community resources. Debra leveraged her knowledge and professional network to empower individuals and enhance their quality of life.
Advocacy and collaboration are at the heart of Debra’s approach. She is dedicated to making a meaningful difference in the lives of those she serves by fostering partnerships, supporting individual growth, and championing access to resources. Her commitment is reflected in every aspect of her work, and she is passionate about continuing to advocate for and support individuals in achieving their fullest potential.
